DELIVERY ONLY. Texas is deregulated, so CenterPoint sells no energy: this is the wires charge every customer in the Houston territory pays whichever retailer they buy from. It is not a bill on its own and must not be compared with a bundled rate.
THE ALL-IN DELIVERY RATE IS $4.90 A MONTH PLUS 4.9811c/kWh: a $2.11 customer charge, a $2.79 metering charge, a 2.3240c distribution system charge, a transmission system charge of exactly zero, and thirteen rider components netting 2.6571c.
RECONCILED AGAINST THE PREVIOUS VINTAGE, WHICH IS THE ONLY ONE THE REGULATOR HAS TOTALLED. The PUCT rate report is dated 08/01/2026 and publishes 5.1461c; this encoding is 4.9811c. The difference is Rider TEEEF, revised on 15 August from 0.2392c to 0.0742c - after the report was written. Substituting the prior TEEEF into these same thirteen components reproduces the PUCT figure exactly, and all three of its published average bills, which is what shows the component list is complete. The rate served here is the current one.
THIRTEEN COMPONENTS, FOUND BY READING ALL 292 PAGES rather than by following the rate sheet's list. Two of them - Rider TC5 Refund and Rider RRC - are not named on the residential sheet at all, and three are credits. Oncor's lesson applies here too: a rate schedule's list of riders is only as current as the sheet carrying it.
TWO STORM SECURITIZATIONS RUN AT ONCE. Schedule SRC II recovers the June 5 2025 storm and SRC III the October 23 2025 storm, at 0.1110c and 0.2848c respectively. They are separate schedules with separate allocation factors, both live, and together they are 0.40c/kWh - eight per cent of the delivery rate.
THE MUNICIPAL ACCOUNT FRANCHISE CREDIT IS NOT APPLIED. The residential sheet carries a credit of 0.1767c/kWh immediately beside the charges, but it is available only to municipal accounts inside a municipality that levies a franchise fee on the company and has signed a franchise agreement. A household is not eligible. Netting it off would understate every residential bill.
THREE COMPONENTS ARE CREDITS: ADFITC II and ADFITC III return accumulated deferred federal income tax, and Rider TC5 Refund returns transition charges. Together they are -0.0883c/kWh. Two more, Rider IRA and Rider RRC, are live mechanisms currently set to zero and are carried at zero rather than dropped - RRC runs until $406,031.96 has been refunded, so it is dormant rather than finished.
WATCHED THROUGH THE RATES PAGE, NOT THE PDF. The tariff lives on an asset CDN behind a ?v= cache buster that changes with the document, so that URL 404s the moment it matters. The rates page is watched instead, and it works: its SERVED HTML contains the tariff filename and the hash, so a republish moves the page's bytes and the new URL is re-extracted from it. That the hash is in the served HTML was worth checking rather than assuming - the page renders its links in JavaScript, which is why no search engine has the current URL, and a JS-only page would have been a shell worth nothing to a monitor.
THE RECONCILIATION TARGET CANNOT BE FETCHED BY MACHINE. The PUCT's rate report is served from ftp.puc.texas.gov, which omits its intermediate certificate; Python cannot verify the chain and certifi does not help, because the missing link is the server's to send. Browsers succeed by fetching it themselves via AIA. It is declared unwatchable with a 45-day human recheck rather than dropped, so the claim on record is 'a person read this on this day' and it expires loudly.
Flat: one rate for every kWh in every hour of every month. No tiers, no time-of-use, no seasons, and one tariff across the entire service area.
