ILLINOIS IS A THIRD MARKET STRUCTURE. Not bundled like California and not wires-only like Texas: ComEd always provides delivery, and provides supply by default, but a customer may buy supply from a retail supplier or a municipal aggregation instead. These figures are the default-supply bill. A customer who has switched pays ComEd's delivery plus their own supplier's rate, so the supply component here does not apply to them.
DELIVERY CLASS, NOT TERRITORY. ComEd's residential classes are Single or Multi Family, each With or Without Electric Space Heat - four classes keyed to dwelling and heating type rather than geography. Encoded here is Single Family Without Electric Space Heat, the largest. The others differ substantially: Single Family WITH electric space heat pays less than half the distribution charge per kWh.
THE ADJUSTMENT STACK. Delivery charges are not billed as filed. Each is multiplied by IDUF + DRAF + EDAF + TPAF + RBAFD = 1.100563, with the distributed-generation adjustment added afterwards. The five terms come from five separate informational sheets with effective windows that do not align - IDUF runs June to May, DRAF April to December, TPAF and RBAFD by calendar year.
The Illinois Electricity Distribution Tax charge uses a SHORTER stack - IEDT x (IDUF + RBAFD) = 1.028268 - and getting this wrong is invisible because both multipliers are close to 1.
SUPPLY IS NOT MULTIPLIED. The published Purchased Electricity Charges already incorporate both the supply base and incremental uncollectible factors; Sheet 1 notes (3) and (4) say so. Applying them again would double-count.
SHORT SHELF LIFE. The Purchased Electricity Adjustment changes EVERY MONTH - it is a credit of 0.142c in August 2026 and was a charge of 0.247c in July. The renewable and zero-emission riders are filed only through August 2026. No encoding of ComEd is current for more than about four weeks, which is a fact about ComEd rather than about this catalogue.
THE BOOK CONTAINS ITS OWN SUPERSEDED RATES. Informational Sheet 24 is the Rate DSPP residential schedule carrying 2022 and 2023 charges, and it appears before Sheet 64 in the extracted text. Reading the document in order yields rates three years old that look entirely plausible.
EXCLUDED: Rider TAX (municipal and state tax additions) and Rider FCA (franchise cost additions). Both vary by municipality.
Not tiered and not time-of-use on the delivery side: one distribution charge for every kWh. The only seasonality is in supply, where the summer purchased-electricity charge (June-September) is 0.436c higher.
