THE EARLIER GATE RESULT ON ILLINOIS WAS WRONG AND THIS IS THE CORRECTION. It was recorded on 2026-08-27 that ComEd publishes no delivery-side reconciliation target. That is true of the RESIDENTIAL side - the Bill Estimator errors, the sample pages are empty shells, the ICC Price to Compare is supply-only - and it was carried across to commercial without looking for a commercial document. ComEd's nonresidential bill insert has one.
COMED'S OWN INSERT DISAGREES WITH ITSELF. The rate table gives the Small Load Distribution Facilities Charge as $12.85/kW; the sample bill on the next page prices at $12.73/kW. This encoding carries $12.85 because that is the rate ComEd says is in force, and reconciles at $12.73 because that is what the sample used. Encoding 12.73 to make the check pass would be fitting the tariff to the target.
TWO FIGURES ARE RECONSTRUCTED, NOT SOURCED. The franchise cost base ($641.01, which ComEd prints without explaining) and the Illinois excise tax brackets. Both reproduce ComEd's printed amounts exactly, which is evidence but not confirmation - an arithmetic coincidence at one usage level is possible, and neither has been checked at a second.
NO RATCHET ON THIS CLASS. The Distribution Facilities Charge bills on Maximum Kilowatts Delivered, the month's actual peak. AEP Ohio's GS Secondary ratchets on a lookback and this does not, so nothing about demand billing carries between the two.
THE BIGGEST LINE ON THIS BILL IS A CREDIT. The Carbon-Free Resource Adjustment is -$203.92 at 7,804 kWh, larger in magnitude than the entire delivery subtotal. A sign error on that one line moves the bill by 29%.
