BUNDLED. San Antonio is not in the ERCOT competitive retail market - CPS Energy is owned by the City of San Antonio and serves its own customers - so this one rate is energy, delivery and everything else. There is no Price to Compare and no delivery/supply split, unlike Oncor and CenterPoint elsewhere in Texas.
MUNICIPAL. Rates are set by the CPS Energy Board of Trustees and the San Antonio City Council, not by a state commission. There is no docket number and no revised-sheet numbering to read an effective date from; the sheets carry only 'Effective Date: February 1, 2024'. Same shape as SMUD, LADWP and Salt River Project.
SUMMER IS FOUR MONTHS, June through September, stated on both sheets. The Peak Capacity Charge of 2.150c/kWh applies in those months to every kWh above 600, and not at all in the other eight.
FUEL AND REGULATORY ADJUSTMENT INCLUDED AT THE AUGUST 2026 VALUE: 2.527c fuel plus 1.576c regulatory = 4.103c/kWh. CPS republishes this EVERY MONTH, so unlike a seasonal fuel rider this figure has a one-month shelf life. The base sheet under it has not moved since 2024-02-01.
THE FUEL CLAUSE READS AS IF $0.01416 SHOULD BE SUBTRACTED from the published factor - it says the adjustment is the difference above or below 'a basic cost of $0.01416 per kWh sold'. It should not be. Subtracting it caps the all-in residential rate at 12.11c/kWh at any usage, and CPS published 13.5c/kWh as the class average for August 2026. Billing the factor as-is reaches 13.5c at 1,328 kWh. The base is the reference CPS computes the factor against, already inside the energy charge.
CPS ENERGY'S OWN BILL ESTIMATOR DISAGREES WITH THIS, and the estimator is the one that is wrong. Its hidden rate constants are $8.75 service availability, $0.06910 energy and $0.01980 peak capacity against the filed $9.50, $0.07503 and $0.02150, with a fuel+regulatory of $0.02169 against August 2026's $0.04103. At 1,000 kWh in summer it returns $107.46 where the filed sheet and the current factors give $134.16. It carries a second 'New' column (energy $0.07100, service availability $15.00) matching neither, and a button labelled 'Estimated Rate Increase' - it looks like the 2023 rate-request comparison tool, never repointed at the rates that were adopted.
CITY SERVICE FEES ARE NOT INCLUDED AND ARE NOT OURS TO INCLUDE. A San Antonio bill inside the city limits also carries garbage collection, brush and environmental fees, which CPS collects on the city's behalf and which are not electricity charges. The estimator adds $14.76 to $30.25 of cart fees depending on size; none of that is in this tariff.
CLOSED TO NEW CUSTOMERS SINCE JUNE 26, 2006, and closed in an unusually strict way: the sheet applies it only to premises that qualified as of that date 'where no rate other than the RA rate has subsequently been applied to the premises', so a single billing month on any other rate disqualifies the address permanently. The rates page says the same thing more briefly - 'Available only to all-electric homes with active CPS Energy accounts on this rate prior to June 2006'. It is served here because customers remain on it, not because anyone can join it.
IT DIFFERS FROM RE IN EXACTLY ONE PLACE. Summer is identical. In the eight non-summer months the energy charge steps DOWN from $0.07503 to $0.06429 per kWh above 600 kWh - the all-electric heating discount, and the only reason the rate exists. Everything else on the two sheets matches line for line.
ALL-ELECTRIC MEANS ALL. The sheet requires that the premises have no other energy source for space heating, air conditioning, water heating, cooking 'or other major loads', and reserves the determination to CPS Energy's sole discretion.
