RECONCILED ON STRUCTURE AND METHOD, NOT ON TODAY'S LEVEL. Duke Energy Indiana publishes a fully worked residential sample bill at 990 kWh, and rebuilding it from its own printed lines gives $168.56 against a published $168.56. That confirms the block bounds, that 990 kWh splits 300 and 690 rather than 300 and 700, that every tracker is applied per-kWh to TOTAL kWh rather than per block, and the per-line rounding. What it does not confirm is the current tracker values: the sample prints the Q1 2026 vintage, which is the vintage this encoding deliberately does NOT use. So the shape is verified and the level rests on the filed quarterly table alone.
THREE DECLINING BLOCKS AND NO SEASONS. $0.186556 for the first 300 kWh, $0.135777 for the next 700, $0.123051 above 1,000 - 18.66c falling to 12.31c. Bounds are per MONTH. Duke Energy Progress next door has a declining block too but only in winter; Duke Energy Florida has an increasing one. Three Duke companies, three block shapes.
FILED IN DOLLARS PER KWH, to six decimal places. Every other company in this catalogue files cents. Reading $0.186556 as cents would underprice a bill by a factor of a hundred, so check() asserts the magnitude.
ELEVEN TRACKERS THAT VERY NEARLY CANCEL. Six of the eleven are credits. Together they add $0.002687/kWh - about a quarter of a cent - and without the Energy Efficiency Adjustment they net to MINUS three thousandths of a cent. A stack that sums to nothing is an excellent place to lose a component, so the guard is the count and the sign mix rather than the total.
TWO ROWS FOR ONE TARIFF, AND THE SECOND WINS. The July-September quarter prints Tariff No. 62 twice, at -0.003619 and -0.003335, separated only by a footnote marker: (9) reads 'Effective Bills Rendered August 2026 - Billing Cycle 11'. Tariffs 60 and 73 have the same shape under footnote (8) for July. The later row is encoded and the superseded values are carried in SUPERSEDED so the choice is testable rather than implicit.
THE ENERGY EFFICIENCY ADJUSTMENT QUESTION IS SETTLED BY THE SAMPLE BILL. Tariff No. 66 is labelled 'For Participating Customers' in the quarterly table, which left it genuinely open whether a default residential customer pays it. Duke's own sample residential bill lists 'Rider No. 66 Energy Efficiency Revenue Adjustment, 990.000 kWh @ $0.00271700'. It is billed. Rider No. 72 appears nowhere on that bill, which is what a zero looks like.
THE TARIFF BOOK HAS TWO LIVE GENERATIONS ON ONE PAGE. Documents sit under iurc-16 and iurc-15 side by side; iurc-16 supersedes. Everything here is iurc-16. A filename that resolves under both is not evidence of currency.
