RECONCILED ON STRUCTURE, NOT ON LEVEL. Duke Energy Progress publishes a fully worked residential sample bill at 1,178 kWh, and rebuilding it from its own printed lines gives $177.62 against a published $177.62. It is an earlier rate vintage, so it verifies the SHAPE of the bill rather than today's numbers - but the shape is exactly what the leaves left arguable, and all four readings hold: the block breaks at 800 kWh and DECLINES (0.12119 to 0.11119); the Storm Recovery Charge is its own line applied to TOTAL kWh, confirming it sits outside the rider summary; the Summary of Rider Adjustments is billed as one per-kWh total; and the 'Clean Energy Rider' is a FLAT MONTHLY $1.52, which is the REPS charge under the name the statute now uses. Encoding REPS as a flat monthly dollar amount was the reading most open to doubt, and the sample settles it.
THE LEVEL IS STILL NOT CONFIRMED, for two reasons. First, the rider vintages do not line up: the Storm Securitization rider is effective 2026-07-01 while the most recent typical-bill figure Duke publishes reflects a December 2025 rider stack. A computed 1,000 kWh bill sits several dollars above that figure, which is what a six-month rider gap looks like and is not evidence either way. Second, see the REPS note below.
THE CURRENT LEAF REQUIRES A CHARGE IT NO LONGER PRICES. Schedule RES section IV: 'The monthly bill shall include a REPS Adjustment based upon the revenue classification' - and then gives no figure. The superseded leaf RES-79, effective 2023-06-01, prints 'Residential Classification - $1.55/month'. That is where the $1.55 encoded here comes from: a leaf that is no longer in force, for a charge the leaf in force still mandates. The NC Public Staff says this charge resets every December 1 for Duke Energy Progress, so it has had at least one reset since. Encoding zero would be wrong by about $1.55 a month; encoding this is wrong by however much it has moved. Neither is verified.
WINTER DECLINES AND SUMMER IS FLAT. October through April is 12.623 c/kWh for the first 800 kWh and 11.623 above it - a DECLINING block. May through September is 12.623 for all kWh with no block at all. Most of this catalogue is the other shape, and reading the two winter rows in the wrong order produces a plausible bill that is wrong for every high-use winter month.
THE RIDER SUMMARY IS NOT THE WHOLE ADDER, AGAIN. The Summary of Rider Adjustments totals 3.144 c/kWh and its eight components reconcile to it exactly. Schedule RES separately requires a REPS Adjustment and a Storm Securitization charge, neither of which is in that total. This is the same mistake build_duke_tariffs.py was first committed with, in a different operating company, and it was found here by looking for it.
A THIRD RIDER OUTSIDE THE TOTAL IS GENUINELY ZERO. Schedule RES lists Leaf No. 604 Rider EDIT-4 among its applicable riders and the summary omits it. The leaf reads 'This Rider is terminated and not applicable for service on and after June 1, 2026.' So of three charges outside the printed total, two are real and one is terminated - and only reading each leaf tells them apart.
THE DOCUMENT TREES DO NOT MATCH THE COMPANY NAMES. Duke Energy Progress North Carolina files under dep-nc; Duke Energy Carolinas under electric-nc; Duke Energy Florida under rates-fl. Duke Energy Progress SOUTH CAROLINA also calls its residential schedule RES, with entirely different numbers. The schedule name does not identify the tariff.
