DELIVERY PLUS DEFAULT SUPPLY. 6.21913c/kWh of this rate is delivery and is paid by every customer in the West Penn rate district. 12.075c/kWh is the Price to Compare, which a customer who buys from a competitive supplier does NOT pay. Pennsylvania is a retail-choice state; roughly a third of FirstEnergy's Pennsylvania households shop.
ONE COMPANY, FOUR RATE DISTRICTS, AND THIS IS ONLY THE WEST PENN ONE. FirstEnergy consolidated Met-Ed, Penelec, Penn Power and West Penn into a single legal company on 2024-01-01 and the rates did NOT merge with them - the PUC settlement lets them converge over three rate cases or ten years. Distribution alone ranges 4.306c to 6.815c across the four. A customer's district, not their utility, decides their rate.
THE PRICE TO COMPARE IS SEMI-ANNUAL, not quarterly, and this one covers 2026-06-01 to 2026-11-30. FirstEnergy's own Pennsylvania page says the PTC 'changes semi-annually in June and December'; a widely-cited third-party rates site says quarterly. The company's own document governs. After 2026-11-30 this supply figure is stale and the delivery half is not.
TWO OF THE NINE RIDERS ARE PERCENTAGES, NOT PER-kWh RATES. DSIC is 0.26% and STAS is 0.0%. DSIC multiplies the whole distribution total including every rider but excluding STAS; STAS then multiplies the DSIC-inclusive total, and is a CREDIT in three of the four districts. Treating either as cents per kWh, or applying them in the other order, gives a different bill.
THE SMART METER CHARGE CHANGES UNIT BY DISTRICT. Here it is $0.00002 per kWh - PER kWh, unlike the other three districts. The rider prints all four districts in one table with different words underneath the numbers.
RIDERS APPLIED, from the Rider Matrix on tariff page 181: STAS, TCJA, USC, EE&C, SMT, DSS, DSIC, LEDC. West Penn is the one district whose RS carries NO Solar Photovoltaic Requirements Charge - a single blank cell in a matrix of ninety.
DSS IS NON-BYPASSABLE DESPITE ITS NAME. The Default Service Support rider says so outright, so its 0.606c/kWh sits in the DELIVERY half and a shopping customer pays it too.
THE DSIC EXPIRES 2026-09-30. It is set quarterly and the current figure is authorised only for 2026-07-01 through 2026-09-30, so this encoding has a shorter shelf life than its effective date suggests.
