Tier boundary is 1,000 kWh per MONTH, not per day - Florida has no baseline-allowance concept, so unlike California and DTE the ladder does not scale with month length.
The fuel clause is itself tiered: 2.893c below 1,000 kWh and 3.893c above, so the two tiers differ by 1.000c of base energy AND 1.000c of fuel - 2.000c in total, not 1.000c.
Four clauses are flat across both tiers (conservation, capacity, environmental, storm protection = 0.01500 $/kWh).
Minimum bill $30.00/month is stated on the sheet and is unusually high - it binds below roughly 160 kWh.
TERRITORY CONDITION: the Transition Rider Credit of -0.040c/kWh applies only to accounts in the area FPL served before January 1, 2022 - i.e. not the former Gulf Power territory in northwest Florida, where FPL's own published bill is about $4.70/month higher.
SCHEDULED TO EXPIRE: 2026 is the final year of the Transition Rider Credit's five-year step-down (0.198c, 0.158c, 0.119c, 0.079c, 0.040c). It goes to zero in January 2027 with no new filing, so a monitor watching for document changes will not see it coming.
VERIFIED AGAINST FPL'S OWN ITEMISATION: base $10.52 + energy $78.65 - credit $0.40 + storm $9.95 + environmental $3.45 + conservation $1.48 + capacity $0.52 + fuel $28.93 = $133.10 at 1,000 kWh. FPL publishes $136.64, the difference being $3.54 of gross receipts tax and regulatory assessment fee, which is excluded here.
EXCLUDED: Florida gross receipts tax and municipal franchise fees. Both are location-dependent and neither is part of the filed rate.
