• DELIVERY PLUS DEFAULT SUPPLY. New Jersey is restructured: a customer buys delivery from JCP&L and may buy supply from a third-party supplier instead of Basic Generation Service. A SHOPPED CUSTOMER DOES NOT PAY THIS FIGURE - they pay the delivery half plus their supplier's price.
• ALL RATES INCLUDE NEW JERSEY SALES AND USE TAX. Rider SUT folds a 1.0662 factor into every rate JCP&L prints, and each sheet labels its figures 'including SUT'. This catalogue normally excludes tax; here the tax is inside the utility's own published rate and cannot be separated without re-deriving every sheet. AEP Ohio is the only other tax-inclusive tariff in the catalogue.
• Customer and Distribution charges also include the New Jersey Corporation Business Tax, per Rider CBT.
• TREC IS A COMPONENT OF RIDER RRC, NOT AN ADDITIONAL CHARGE. Rider RRC prints a 0.4729 c/kWh total and a 0.2095 c/kWh TREC rate; the sheet's six component rates sum exactly to the total, and the March 2026 RRC filing calls them 'the Rider RRC and six component rates'. Adding TREC on top would overstate a typical bill by $1.61 a month.
• THE TEC SURCHARGES STACK ACROSS THREE EFFECTIVE DATES. Rider BGS-RSCP lists transmission enhancement charges under 2021-12-15, 2025-09-15 and 2026-07-15. These are not three revisions of one list - no surcharge name repeats, because each block adds a different set of PJM transmission owners. All 21 are in force and sum to 0.4065 c/kWh. Reading only the newest block understates a typical bill by $3.12 a month.
• THE ENCODED RATE INCLUDES THE BGS RECONCILIATION CHARGE (0.4441 c/kWh); THE RECONCILIATION CHECK EXCLUDES IT. JCP&L's Monthly Bill Comparison footnotes itself as 'excluding BGS Reconciliation' so that four New Jersey utilities can be compared on equal terms, but Service Classification RS item 1 charges 'BGS Energy and Reconciliation Charges' and a real customer pays it. The two figures are deliberately different.
• THE SUMMER BLOCK INCREASES, WHICH IS THE REVERSE OF THE USUAL RESIDENTIAL SHAPE. June through September, distribution runs 2.0182 c/kWh for the first 600 kWh and 7.9810 c/kWh above it - nearly four times - so a high-usage summer month is far dearer per kWh than a low-usage one. October through May is flat. Both the distribution and the BGS energy charge break at the same 600 kWh.
• SEPARATELY METERED WATER HEATING IS NOT ENCODED. The RS special provisions bill off-peak and controlled water heating through a second meter at their own rates, with a $2.23 supplemental customer charge. That is a distinct service, not a variant of this one.
• Rider EV is listed by the tariff as item 8) but prices nothing: it is a voluntary program for customers installing a qualified Level 2 charger. It is carried in APPLICABLE_RIDERS with a None rate so that an audit of the numbered list can account for every item.
