BUNDLED, WHICH IS UNUSUAL FOR NEW YORK. The catalogue's other New York encodings are delivery-only because the state has retail choice. LIPA's default is full-requirements service from the Authority and the Power Supply Charge is billed under this same tariff, so these rates include supply. Retail choice exists as the Long Island Choice Program under S.C. No. 14 - the opt-out alternative, not the default.
A PUBLIC AUTHORITY, NOT A COMMISSION-REGULATED UTILITY. LIPA is a political subdivision of New York State and adopts its own rates through its Board of Trustees; there is no PSC rate case behind these figures. PSEG Long Island operates the system and prints the bills under contract, which is why its customer booklet carries the same numbers - the tariff is LIPA's and is what was read here.
THE SERVICE CHARGE IS PER DAY, NOT PER MONTH: $0.5600/day on all four rate codes. A 31-day month is $17.36 and a 28-day month is $15.68, so the fixed charge itself varies with the calendar. The same shape as We Energies.
THE SUPPLY CHARGE IS THE AUGUST 2026 VALUE AND HAS A ONE-MONTH SHELF LIFE. LIPA republishes the Power Supply Charge monthly and it moves violently - September 2026 is 20.1% above August. The delivery charges underneath it are stable and date from January 2025 and January 2026 by leaf.
FIVE ADJUSTMENTS ARE EXCLUDED BECAUSE A PER-kWh RATE CANNOT CARRY THEM. Three are percentages of a subtotal - Revenue Decoupling -0.1776%, Delivery Service Adjustment -0.8870%, New York State Assessment +0.2820% - and two depend on where the customer lives: the Shoreham Property Tax Settlement is 2.2248% in Suffolk County and 0.0000% in Nassau and the Rockaways, and PILOT recovery ranges from 2.5299% to 5.0613% by municipality. A Suffolk bill and a Nassau bill differ by more than 2c/kWh on identical usage.
TWO MORE RIDERS ARE GEOGRAPHIC AND NARROWER STILL, also excluded: the Visual Benefits Assessment at $0.003435/kWh applies only in the Town of Southampton east of the Shinnecock Canal, and the Undergrounding Charge at $0.003053/kWh only in Westhampton Beach.
THE SECURITIZATION CHARGES ARE EXCLUDED BECAUSE THEY CANCEL. Statement No. 30-SC prints six of them totalling $0.019931/kWh and a Securitization Offset Charge of exactly ($0.019931)/kWh against them - a net of zero on the bill, not an omission.
A SUPERSEDED RIDER IS STILL LINKED FROM LIPA'S OWN PAGE, and is not encoded. Statement No. 7-EER, the Energy Efficiency Cost Recovery Rate, is dated April 2015. Leaf 186 lists every adjustment a residential bill carries and EER is not among them, while the Distributed Energy Resources statement that IS listed carries a line captioned 'Energy Efficiency Cost Recovery Rate ($/kWh) $0.006014'. Encoding both would have double-counted it.
FEDERAL HOLIDAYS ARE OFF-PEAK AND THIS ENCODING CANNOT SAY SO. The tariff excludes federal holidays from peak hours; a 12x24 weekday grid has no way to express a date. Weekday afternoons on those eleven days are shown at the peak rate and are actually billed off-peak, which overstates roughly 3% of peak hours.
SPACE HEATING, and the winter tail is where the discount lives: 5.85c/kWh above 400 kWh from October to May, against 10.64c below it. That is a DECLINING block and it is declared in the catalogue invariants.
THE TARIFF PRINTS THREE BLOCKS IN EACH SEASON AND ONLY TWO EVER DIFFER - in different places. Winter runs 10.64 / 10.64 / 5.85, so its 250 kWh boundary separates nothing and the break that matters is at 400. Summer runs 10.64 / 13.48 / 13.48, so its 400 boundary separates nothing and the break is at 250. Both redundant boundaries are dropped rather than carried: a tier edge that changes no price is indistinguishable from a transcription error at a glance.
SUMMER DOES NOT DECLINE, AND ITS THIRD BLOCK IS NOT A BLOCK. June through September the tariff prints next-150 and over-400 at the same 13.48c, so the 400 kWh boundary separates two identical rates and is dropped here - summer is two tiers, rising from 10.64c. Only winter has three, and only winter falls.
NOT TIME-OF-USE, so the Power Supply Charge applies at 100%.
