LADWP is MUNICIPAL. Rates are set by City of Los Angeles ordinance and moved by adjustment factors published quarterly, not by filed tariff sheets. A rate ordinance from 2016 and a summary effective 2019 are both current documents.
THE POWER ACCESS CHARGE IS NOT ENCODED AT ITS BILLED VALUE. It is $2.30, $7.90 or $22.70 a month depending on the customer's HIGHEST monthly usage in the preceding twelve months, reset each October 1 - not on the usage being billed. Encoded here at the Tier 1 value. A household that reached Tier 3 once last summer pays $22.70 every month, and this figure understates their fixed charge by $20.40.
ADJUSTMENT FACTORS ARE 73% OF A TIER 1 BILL and are re-set every quarter. The encoded rates use the Jul - Sep 2026 factors. This is the figure that makes an annual snapshot of LADWP wrong.
Tiers 2 and 3 are billed at the same rate in the low season (October-May). Stated in words on LADWP's rates page and printed as the same number twice in the rate summary; both agree.
Zone 1 is the cooler part of the city, Zone 2 the hotter, and Zone 2 receives a larger Tier 1 allowance at the same rate. The zone boundaries are a street-level table, not a ZIP or county rule, so this encoding does not attempt to resolve an address to a zone.
Excludes the Minimum Charge of $10.00 per month (plus ECA, ESA and RCA), which binds only at very low usage, and any Lifeline, low-income, EV or solar adjustments.
