TWO NYSEG TARIFFS ARE NUMBERED 'SERVICE CLASSIFICATION NO. 1'. This is PSC No. 120's, which is residential. PSC No. 121's SC-1 is STREET LIGHTING SERVICE WITH CONTRIBUTORY PROVISIONS - closed to new customers after 13 September 1996, energy charge $0.04307/kWh - and PSC No. 119 holds the rules and regulations. The classification number alone does not identify a schedule here, which is a stronger version of the 'one schedule per utility does not hold' warning the survey recorded.
DELIVERY ONLY, BUT NYSEG STILL SELLS SUPPLY. Leaf 119 offers a Retail Access choice (ESCO Supply Service) and a Non-Retail Access choice (NYSEG Supply Service), and says NYSEG 'will provide Delivery Service regardless of the customer's supply service option'. So this rate is what BOTH kinds of customer pay. It is not the whole bill for a non-shopping customer, who also pays NYSEG for commodity.
THE SUPPLY SIDE IS EXCLUDED AND COULD NOT BE ENCODED ANYWAY. The Commodity Charge fluctuates monthly under General Information Section 25.I.C, is published on a web form rather than a tariff leaf, and is split three ways by NYISO load zone - East, West and Lower Hudson Valley. The Merchant Function Charge ($0.002946/kWh, MFC-197) and the Clean Energy Standard REC ($0.002690) and ZEC ($0.001640) charges are NSS-only and go with it.
THOSE THREE ZONES ARE NOT DELIVERY RATE DISTRICTS. NYSEG's price tool asks which region you are in, which invites the conclusion that delivery varies geographically. It does not: one customer charge and one energy charge apply service-territory-wide, and no delivery statement distinguishes districts. The only geographic variation on this side of the bill is the tax surcharge, which is municipal.
FLAT. No blocks, no seasons, no time-of-use - one energy charge on all kWh all year.
THE TRANSITION CHARGE CROSSES ZERO, WHICH IS WHY A STALE COPY OF IT IS DANGEROUS. It is filed monthly and has been a charge of $0.00139671 in January, a credit of ($0.000154) in May, a charge of $0.000084 in August - the value used here - and a credit of ($0.002525) from September. An earlier version of this encoding carried the May figure, which was wrong in DIRECTION as well as size. A factor that changes sign cannot be sanity-checked by magnitude: the stale number stays small and plausible while pointing the wrong way.
THE REVENUE DECOUPLING FIGURE WAS ALSO STALE, AND LOOKED CORROBORATED. The first version used $0.000118 because that is exactly what NYSEG's bill explainer prints - but the explainer describes January, and that figure is RDM-21's February value. RDM-22 superseded it on 1 August at $4.7e-05. A number confirmed by a second document is only as current as that document.
BOTH STATEMENTS ARE PUBLISHED WHERE AN ORDINARY FETCH CANNOT SEE THEM. NYSEG's dedicated TCS listing page stops at TCS-258 (March 2026); the real index is an accordion on the electric pricing page that truncates at about 67,000 characters, short of where both RDM and the newer TCS entries sort. The page is 348,030 characters whole. Watch it in full or the newest statement is invisible.
THE BILL ISSUANCE CHARGE OF $0.89 IS NOT IN THE FIXED CHARGE. It is per BILL rather than per month, and NYSEG's own bill prints it OUTSIDE the delivery subtotal; ESCO customers on consolidated billing do not pay it at all. The tariff's minimum charge is the customer charge plus this, so a full-service customer's true fixed monthly cost is $19.89.
THE FIVE-COMPONENT STACK IS VERIFIED, THE RATES ARE ONLY CURRENT. NYSEG's bill explainer prints a 716 kWh January 2026 ledger whose delivery section names exactly five per-kWh items - delivery, transition, revenue decoupling, system benefits and recovery. Using the January vintages this encoding reproduces every line and the $78.40 subtotal to the cent, which establishes WHICH things stack. It does not verify today's figures: delivery has fallen from 9.507c to 9.138c since.
THE SYSTEM BENEFITS CHARGE IS ASSEMBLED FROM SEVEN COMPONENTS rather than taken whole, and they sum to 0.003572 - exactly the single SBC line the bill prints. One of the seven, CES Tier 2 Maintenance/Backstop, is filed at zero and is carried at zero rather than dropped.
TWO RIDERS ARE COLLECTED THROUGH THE TRANSITION CHARGE AND ARE NOT ADDED SEPARATELY: the Earnings Adjustment Mechanism ($0.000320/kWh, EAM-5) and the Rate Adjustment Mechanism. Both statements say so. Adding either as its own line would double-count it, and the bill explainer's ledger confirms neither appears separately.
AN NWA STATEMENT IS REFERENCED AND DOES NOT EXIST. Leaf 123 names a Non-Wires Alternative Statement; NYSEG publishes none, and the hub page's accordion runs straight from MFC to OTH to POLE with nothing where NWA would sort. Consistent with the Transition Charge being described as collecting 'costs associated with various programs'.
THE TAX SURCHARGE IS EXCLUDED because it is a percentage and depends on the municipality: TSP-56 puts non-retail-access residential delivery at 2.0408% in 'All Other Areas' and 3.0928% in listed villages and cities that impose a municipal tax. A per-kWh rate cannot carry either.
SEASONAL SERVICE IS A SEPARATE OPTION AND IS NOT ENCODED. Leaf 124 offers a six-to-eight-month special provision at the same $0.09138/kWh delivery charge but with an annual minimum of $228.00 plus actual Bill Issuance Charges - a floor no per-kWh-plus-monthly-charge encoding can express.
SEPTEMBER 2026. The only change from the August encoding is the Transition Charge, which goes from a CHARGE of $0.000084 under TCS-263 to a CREDIT of $0.002525 under TCS-264 - a swing of 0.26c/kWh and a change of sign. Everything else, including the delivery charge and all three other riders, is unchanged.
