• DELIVERY PLUS DEFAULT SUPPLY. Ohio is restructured: a customer buys delivery from Ohio Edison and may buy generation from a certified supplier instead of the Standard Service Offer. A SHOPPING CUSTOMER DOES NOT PAY THIS FIGURE - they pay the delivery half plus their supplier's price.
• THE TARIFF STATES ITS OWN SPLIT, IN TWO PHRASINGS THAT MEAN OPPOSITE THINGS. 'Not AVOIDABLE for customers who take generation service from a certified supplier' means the shopper still pays it, so the rider is delivery. 'Not APPLIED to customers during the period the customer takes generation service' means the shopper does not, so the rider is bypassable. Riders AER and NDU use the second wording and belong in the Price to Compare; reading the two as synonyms misses it by 0.13 c/kWh.
• RIDER GCR SPLITS ITS OWN AVOIDABILITY. Under its AVOIDABILITY section GCR1 is bypassable and GCR2 is not, and 'only the non-zero GCR charge will be applied' decides which is live. GCR1 is the non-zero one today at 0.7639 c/kWh, so it sits in the supply half. If the GCR Deferral Balance exceeds the 10% threshold the rider names, GCR2 becomes the live charge and moves to the delivery half - this encoding must be re-read if that happens.
• RIDER EDR IS CHARGED, AND IS SEPARATE FROM ITS OWN CREDIT. The rider's rate sheet leads with a table of Residential Non-Standard CREDITS keyed to the customer's schedule as of 31 December 2008, which reads as though a standard customer's EDR is zero. It is not: EDR bills two components, E at 0.0247 c/kWh and I at 0.0028 c/kWh. This encoding first carried EDR at zero and FirstEnergy's own bill calculator corrected it.
• THE OHIO COMMERCIAL ACTIVITY TAX IS A FLAT MONTHLY CHARGE, NOT A GROSS-UP. Rider SKT describes the CAT as the formula 1/(1-CAT) and states no rate, which reads as a multiplier on the kWh tax. FirstEnergy's calculator itemises it as a flat 'CAT Tax $0.012123' per month, so that is how it is encoded.
• THE RESIDENTIAL DISTRIBUTION CREDIT IS NOT AVAILABLE TO A STANDARD CUSTOMER. Rider RDC reads 'distribution charges shall be reduced by 1.77c per kWh', but applies only to customers who took service under particular schedules AS OF 1 JANUARY 2007, or a later customer at the same address. Rider EDR's 1.9000c credits are grandfathered the same way, against the customer's schedule as of 31 December 2008. Neither is applied here.
• TWO RIDERS ARE PRINTED, PRICED AND DEAD. Rider TAS2's (0.1699)c credit was discontinued for service rendered from 29 November 2010, and the Fuel Rider was suspended from 8 December 2009. Both still appear on the Summary Rider matrix with intact rate tables. TAS1, the surviving half, is 0.0000c.
• NOT EVERY RIDER IS PER-kWh. Rider AMI is a fixed $2.273 per customer per month and is in the fixed charge, not the energy rate. Riders GDR, LGR and SGF are dollars per month for Rate RS while being cents per kWh for other schedules; all three are currently zero. Rider AMO's $28.29 is a voluntary opt-out for customers who refuse an advanced meter, not a default charge.
• THE OHIO kWh TAX IS INCLUDED, AND IS THE ONLY REASON THIS TARIFF HAS BLOCKS. Rider SKT applies the Section 5727.81 excise tax at 0.465c, 0.419c and 0.363c across 2,000 and 15,000 kWh - the same statewide figures encoded for AEP Ohio. Every other rate here is flat, so the whole of each step is tax. This catalogue normally excludes taxes; this one is inside the utility's own tariff.
• RIDER SKT ALSO GROSSES ITSELF UP BY THE OHIO COMMERCIAL ACTIVITY TAX, by the formula 1/(1-CAT). The CAT rate is not stated in the tariff and is not applied here, so the encoded tax is very slightly low. See known_gaps.
• THE BASE SCHEDULE IS ALMOST NONE OF THE BILL. Rate RS is a $6.50 service charge and a flat 4.0988 c/kWh; the 35 applicable riders and the Standard Service Offer are the rest. Distribution rates were reset effective 1 March 2026 in Case 24-0468-EL-AIR - this is not the frozen 2009 base the record previously described.
