• DELIVERY PLUS DEFAULT SUPPLY. Ohio is restructured: a customer buys delivery from AEP Ohio always and generation either from AEP's Standard Service Offer or from a competitive supplier. This encodes delivery plus the SSO. A customer who has shopped pays the delivery half plus whatever their supplier charges, so this figure is an upper bound for them, not their bill.
• THE TARIFF ITSELF DEFINES THE SPLIT, which is unusual and worth using. Sheet 104-1 lists every rider against two columns, 'Standard Service' and 'Competitive Supplier', and footnotes: 'Items noted as N/A within the Competitive Supplier section are bypassable and are only applicable to non-shopping customers.' Five riders are N/A. Those five are the supply half. Nothing here rests on judging which rider sounds like generation.
• THE SUPPLY HALF RECONCILES TO THE PUBLISHED PRICE TO COMPARE. Generation Energy 0.075080 + Generation Capacity 0.026590 + Auction Cost Reconciliation 0.004121 + Alternative Energy 0.003897 = 0.109688, which rounds to the $0.1097/kWh PUCO publishes on Energy Choice Ohio for 1 July to 30 September 2026. The Price to Compare appears NOWHERE in the filed tariff - it is derived from these riders, and this is the derivation.
• FOUR RIDERS ARE PERCENTAGES OF THE BASE. Distribution Investment 4.0855%, Economic Development Cost Recovery 1.8019%, Enhanced Service Reliability 5.8024% and Bad Debt 0%. AEP's own bill calculation spreadsheet multiplies each by cell $N$22, which is 'Base Charges' = the customer charge PLUS the distribution energy charge. They scale with usage but are not per-kWh rates. Treating them as flat, or as cents per kWh, gives a different bill either way.
• THE OHIO kWh TAX IS INCLUDED, unlike the taxes excluded everywhere else in this catalogue. It is filed as Rider 402-1 inside AEP's own tariff, applies to shopping and non-shopping customers alike, and sits inside AEP's own bill total - whereas sales tax, gross receipts tax and municipal tax are added on top by other authorities. It is tiered per MONTH: 0.465 c/kWh on the first 2,000 kWh, 0.419 on the next 13,000, 0.363 above 15,000, which is the only reason this tariff has blocks at all.
• THREE RIDERS CHANGE ON A BILLING CYCLE, NOT A CALENDAR DATE. The table of contents dates gridSMART, Distribution Investment and Auction Cost Reconciliation as 'Cycle 1 July 2026' while every other rider carries a calendar date. A customer read on the 14th may still be on the prior rate. This encoding uses the post-cycle values and does not model the cutover.
• THE TARIFF IS P.U.C.O. NO. 22, NOT NO. 21. No. 21 is the superseded book and PUCO's own library still carries it under that name. Schedule RS is Original Sheet No. 210-1, effective 2026-04-10 under Case No. 25-392-EL-AIR, while the BOOK was issued and effective 2026-07-24 - two different dates that both appear on the same document.
• PIPP HAS A SECOND BLOCK AT 833,000 kWh PER MONTH which no residential customer reaches; only the first block is encoded.
