DELIVERY ONLY. Texas is deregulated, so Oncor sells no energy: this is the wires charge every customer in the territory pays whichever retailer they buy from. It is not a bill on its own and must not be compared with a bundled rate. The energy half is a competitive retail contract, priced per plan and per signing date, which this catalogue records as not applicable rather than unreached.
THE ALL-IN DELIVERY RATE IS $4.06 A MONTH PLUS 6.0295c/kWh: a $1.48 customer charge, a $2.58 metering charge, a 3.6043c distribution system charge, and five riders totalling 2.4252c.
RECONCILED AGAINST THE PUCT'S OWN RATE REPORT for Oncor - August 2026 per its PDF metadata, which is the only place the vintage appears; the report's body prints no date. It publishes the customer charge, the metering charge and a single all-in volumetric charge along with average bills at 500, 1,000 and 2,000 kWh. All six figures match exactly. That report is regenerated monthly and is the reconciliation target for this tariff.
TWO OTHER PUBLISHED SUMMARIES ARE A YEAR STALE AND AGREE WITH EACH OTHER. Oncor's REP rate sheet and the PUCT's aggregate TDU comparison page both still print September 2025 figures - $1.43 customer, $2.80 metering, 5.6032c - so checking one against the other passes and confirms the wrong answer. Only their effective dates reveal it. The per-utility PUCT report above is current; the comparison page on the same site is not.
THE RATE SHEET DOES NOT MENTION RIDER IS, and that is not an error in either document. The residential sheet is Revision Eleven effective 1 June 2026 and lists six riders by name; Rider IS took effect 1 August 2026, two months later, so the sheet predates it and could not have listed it. Enumerating riders from the rate schedule's own list is therefore not sufficient in this tariff - the list is only as current as the sheet carrying it.
RIDER IS WAS MISSED ON THE FIRST PASS, and the PUCT report is what caught it. An Interim Surcharge of 0.3633c/kWh, sheet effective 1 August 2026 Revision One - the newest sheet in a 248-page book, three weeks old when this was encoded, and absent from every summary. Enumerating riders from the 2025 summary would have found six of the seven. Without a current total to check against, the encoding was 0.36c/kWh light and internally consistent.
THE TARIFF IS VERSIONED PER SHEET. The residential rate sheet is 'Effective Date: June 1, 2026 Revision: Eleven'; Chapter 4 of the same document is 'January 15, 2015 Revision: Six'. The six components of this bill carry four different effective dates - TCRF moved 1 August 2026, EECRF 1 March, the rest 1 June. Citing 'the revision of the Oncor tariff' is citing one sheet of 248.
TWO RIDERS ARE ZERO AND ARE STILL ENCODED. Rider NDC was 0.0199c/kWh as recently as 2025 and Rider DCRF was 0.5772c until 1 June 2026. Both are live mechanisms currently set to zero, which is a different fact from a rider that does not apply - and the next time either moves, it moves from a rate this encoding already tracks.
RIDER DCRF WENT TO ZERO BECAUSE THE BASE CHARGE ABSORBED IT. Distribution rose 2.5344c to 3.6043c on 1 June 2026 while DCRF fell 0.5772c to nothing. Reading the base sheet from the tariff and the DCRF from the stale summary would double count roughly 0.58c/kWh.
EXCLUDED, AND AN OPEN QUESTION: Rider MG, 0.1027c/kWh. The rider says 'Rider MG shall be effective each December calendar month', so it is not in an August bill - but the same clause says 'the amount to be charged annually is determined by multiplying the Retail Customer's Distribution Billing Determinant by the appropriate Rider MG factor'. Whether that means December's kWh or the year's kWh collected in December is not stated, and the two differ by an order of magnitude for one month's bill. It is left out rather than guessed at, so this encoding is correct for eleven months and understates December.
NO CUSTOMER COUNT IS POSSIBLE. EIA Form 861 attributes Texas residential customers to the retailers that sell them energy, not to the wires company, so Oncor cannot appear in a coverage figure counted that way even though every one of those customers pays this tariff.
SEVEN RIDERS, SEVEN EFFECTIVE DATES, ONE URL. The base sheet and its six applicable riders moved on five different dates - Rider IS and Rider TCRF on 1 August 2026, EECRF on 1 March, three on 1 June, NDC in December. The tariff is one stable filename re-uploaded in place, so one watched URL covers all of them, but a change anywhere in 248 pages flags the whole book and the sheet that moved has to be found by hand.
Flat: one rate for every kWh in every hour of every month. No tiers, no time-of-use, no seasons, and no geographic zones - Oncor applies one residential delivery tariff across its entire certified service area.
