THIS IS BUNDLED SERVICE, AND IN MUCH OF THIS TERRITORY THAT IS NOT THE DEFAULT. Where a Community Choice Aggregator operates, it supplies generation and enrolls customers automatically unless they opt out, so those households pay this utility's DELIVERY charges plus the CCA's generation rate plus a PCIA - not the generation component encoded here. This rate is correct for a bundled-service customer and overstates a CCA customer's utility bill by roughly the generation share. Four are already parsed for this territory - Ava Community Energy, CleanPowerSF, MCE (Marin Clean Energy), Peninsula Clean Energy - as CCA DATASETS under data/current, which are a different object from a tariff and are not served through the API. The PCIA is what makes the difference hard to eyeball rather than trivial: its charge depends on the vintage year the CCA began service, and the 2016 vintage is about $0.037/kWh against a 2025 vintage that is a credit.
The sheet states: 'TOU period usage is assigned to tiers on a pro-rated basis. For example, if twenty percent of a customer's usage is in the peak period, then twenty percent of the total usage in each tier will be treated as on-peak usage.' This tariff therefore requires tier_scope='prorata', NOT chronological tier accounting.
