THE DEFAULT RESIDENTIAL RATE in PGE's territory, serving about 816,000 residential customers. Oregon is not restructured for residential customers, so this is a bundled rate - there is no supplier choice to encode alongside it.
THE ADJUSTMENT STACK IS 42% OF THE ENERGY RATE and is spread across 26 separate adjustment schedules, not a rider summary table. Schedule 100 is the applicability matrix; each adjustment schedule carries its own rate. Schedule 125 alone is 5.619 c/kWh, 62% of the per-kWh stack.
SCHEDULE 108 IS A 1.5% GROSS-UP, NOT A PER-KWH ADDER. Schedule 100 footnote 3: 'Schedule 108 applies to the sum of all charges less taxes, Schedule 109 and 115 charges and one-time charges such as deposits.' It is folded into the encoded rates here, which is exact: 109 and 115 are held out of the base and everything else is multiplied by 1.015.
NO ABSOLUTE TYPICAL BILL IS PUBLISHED ANYWHERE. PGE states only deltas - '$7.97 or 5.0%', '$1.48 or 0.9%' - against a base it never discloses. Seven update announcements from April to July 2026 were read and not one states a bill total. Dividing $7.97 by 5.0% yields about $159 before and $167 after, but that is a back-solve from a figure rounded to one decimal place, and it is NOT treated as a reconciliation target here.
WHAT IS RECONCILED is the marginal effect of individual schedules, which PGE does publish. Schedule 121 at 0.410 c/kWh x 780 kWh x 1.015 = $3.246 against a published $3.24, and Schedule 126 at 0.214 c/kWh gives $1.694 against a published $1.70. Neither lands without the 1.015, so PGE's own arithmetic confirms the Schedule 108 treatment. This proves the METHOD and the handling of 108. It does not prove the level of the bill.
THE LEVEL IS UNCONFIRMED. Computed at 780 kWh this encoding gives about $169.85/month, roughly 2% above the figure implied by back-solving PGE's April percentages and carrying them forward through the May, June and July changes. The gap is unexplained. It is small enough to be rounding in the published percentages and large enough not to be dismissed. A sample PGE residential bill would settle it and none was found.
VINTAGES ARE NOT UNIFORM. The Schedule 7 rows in Schedules 136, 137, 150, 151, 152 and 153 sit on sheets with older Advice numbers than the July 8 2026 filing that governs the rest. Schedule 137's is from December 2023. Each rate is cited to the sheet that carries it, not to the newest filing in its schedule.
SCHEDULE 121 READS 0.401 c/kWh AND IS NOT A TRANSPOSITION of the April value 0.410. Advice 26-24 explicitly 'updated Schedule 121 Distribution System Plan Alternative Recovery prices as agreed to via Stipulation'. Both figures were read from their own sheets. Flagged because it looks exactly like a digit swap and will invite a 'correction'.
SCHEDULES 129 AND 139 ARE ALREADY INSIDE BASE RATES. Neither has a Schedule 7 row, but both say their costs are recovered from all schedules through System Usage or Distribution Charges. Adding either as a separate line would double-count.
EXCLUDES city franchise fees and privilege taxes, which vary by municipality and are not in the tariff, consistent with the rest of the catalogue. Schedules 103 and 106 (Metro and Multnomah County business income tax recovery) are both filed at 0.000% and are encoded as zero rather than omitted - they are live mechanisms that can go non-zero.
TIERED ONLY BECAUSE OF SCHEDULE 102. The base schedule is flat. The Federal Columbia River Benefits credit of (1.112) c/kWh applies to the FIRST 2,000 kWh PER MONTH and is 0.000 above that, which is the only reason there are two tiers. The bound is monthly, not daily - stated in kWh with no daily qualifier on the filed sheet.
BASIC CHARGE IS $13.00 FOR A SINGLE-FAMILY HOME. PGE files a separate $10.00 basic charge for a multi-family home under the same schedule. This encodes the single-family charge; a multi-family household pays $3.00/month less on the same energy rates.
