DELIVERY PLUS DEFAULT SUPPLY. Pennsylvania is restructured: a customer buys delivery from PPL always and generation either from PPL's default service or from an electric generation supplier. A customer who has shopped pays the delivery half plus their supplier's price, so this figure is not their bill.
THE OBVIOUS URL SERVES A SUPERSEDED TARIFF, and so do two others. PPL moved to date-stamped folders and left the old files live: RS---Residential-Service.ashx still returns Electric Pa. P.U.C. No. 201 effective 2025-01-01, rate-rs.pdf returns No. 201 from 2020, and Rider-Matrix.ashx returns a 2018 matrix listing riders that no longer exist. Three different 'current' residential rates at three live URLs. The real document is under /2026/July/.
NO. 202 IS AN ORIGINAL TARIFF, NOT A SUPPLEMENT - a complete renumbering after the rate case. RS moved from Page 20 to Page 31, the Rider Matrix from 14D to Page 18. A monitor keyed on a filename or a page number would follow the wrong document.
THE COMPOSITION CHANGED AND THE OLD FIGURES CANNOT BE ADJUSTED. No. 201 was $15.62 'includes SMR2 and CER' plus 4.990 c/kWh 'Includes ACR 4, USR, and SDER'. No. 202 is $15.00 with no inclusions plus 6.157 c/kWh 'Includes ACR 5, USR, and SDER'. The customer charge went DOWN while the bill went up, because the settlement rolled SMR-2 and CER into base rates. Adjusting the old numbers rather than re-reading gives a wrong answer that looks like a modest increase.
THE PRICE TO COMPARE RECONCILES EXACTLY, FOR BOTH CLASSES. Residential GSC-1 0.09753 + TSC 0.03326 = 0.13079, and business 0.09445 + 0.03303 = 0.12748 - both matching PPL's published figures to the last digit. The two equations are also what identifies which column is residential, independently of a header that could have been mangled in extraction.
THE MERCHANT FUNCTION CHARGE IS NOT ADDED ON TOP, and this is a judgement worth stating. The MFC Rider is 1.80% for residential, 'applied to the generation supply and transmission services charges billed, under the GSC-1 and TSC' - which reads like a separate line. But the same rider says 'The MFC will be reflected in the Company's Price To Compare', and the published PTC equals GSC-1 plus TSC exactly, leaving no room for 1.80% on top. Adding it would also mean PPL's own comparison figure omitted a charge the customer pays, defeating the rider's stated purpose. Encoded as inside the posted rates. If that is wrong the supply rate is 0.235 c/kWh low.
THE PTC CADENCE IS SEMI-ANNUAL AND 2026 BROKE IT. PPL says the rate changes every June 1 and December 1, but the current period is 2026-07-01 to 2026-11-30 - an off-cycle change caused by the rate case, and PPL's own historical listing shows a June-to-November entry and a July-to-November entry side by side. The dates are read, not derived from a cadence.
THE STATE TAX ADJUSTMENT SURCHARGE HAS TWO PARTS WITH DIFFERENT BASES: 0.008% on the Distribution component effective 2026-07-01, and 0.001% on all other components effective 2026-01-01. Both are applied here. They are tiny, and they are the only tax included - unlike the gross receipts and sales taxes excluded elsewhere, this one is a filed surcharge inside the tariff that the rate schedule itself says applies.
THE DISTRIBUTION ENERGY CHARGE ALREADY CONTAINS THREE RIDERS - ACR 5, USR and SDER - by the sheet's own words. Of the seven riders the Rider Matrix marks applicable to RS, that leaves NM (net metering, only for customer-generators), MBC (a credit for customers billed by their supplier), MFC and DSIC. DSIC is currently 0.00%.
