THE DEFAULT NON-TIME-OF-USE RESIDENTIAL RATE. Tiered against a baseline allowance that varies by climatic zone and season; the PRICES do not vary by season at all, only the tier boundary does.

ENCODED AT THE COASTAL ZONE, whose basic allowance is 9.0 kWh/day in summer and 9.2 in winter - so tier one ends at 11.7 and 11.96. Use rategrid.territory to re-point it at Inland, Mountain or Desert; Desert's summer allowance is 15.9, 77% higher than Coastal's.
TIER ONE ENDS AT 130% OF BASELINE. PG&E's ends at 100% of its own. The two utilities file the same shape of table and the difference is only in the prose, so it is carried as a per-utility multiple in rategrid.territory rather than assumed.
NO HIGH USAGE CHARGE. SDG&E's marketing site says Standard-plan customers can trigger one. The filed sheet does not contain the phrase anywhere and prints exactly two tiers. The filed tariff wins.
THE FILED SHEET CANNOT BE WATCHED. SDG&E serves it only as a client-side blob, so it is declared unwatchable with the date a person read it and /status goes loud when that ages. The rates themselves ARE watched, at the Total Rates Table.
A STATIC URL SERVES A 2017 COPY OF THIS SCHEDULE and its basic baseline rows are identical to today's, so it passes a spot-check. Its all-electric rows are wrong by up to 35%. See provenance.
