Fourteen riders apply to Schedule 1 and they are 62% of the marginal energy price: 0.10934 $/kWh of riders and non-bypassable charges against 0.06 $/kWh of base rates. Encoding the filed schedule alone would understate every bill by roughly three-fifths.
The Exhibit of Applicable Riders lists names and effective dates but no amounts, and omits four riders the bill charges: CCR, CE, OSW and RPS. Amounts come from Dominion's own bill calculator worksheet, which carries every rider as a number.
Distribution is filed under separate summer and winter headings carrying identical rates. That is the filing, not a transcription error. Only generation varies by season.
Reconciled against Dominion's bill calculator evaluated at three points: $179.64 and $184.42 at 1,000 kWh winter and summer, $95.12 at 500 kWh winter, all excluding consumption taxes. Press coverage quotes a typical 1,000 kWh bill of $149.92 'as of July 1'; that figure predates the Deferred Fuel Cost Charge effective 08-01-26 and is not a usable target.
Rider RBB appears on the worksheet's rate table at 0 c/kWh but has no line on the bill, so it is not charged to Schedule 1. Recorded rather than omitted, so that its arrival at a non-zero rate would be a visible change.
INCLUDED as non-bypassable charges the customer pays: the Deferred Fuel Cost Charge, the PIPP universal service fee (currently zero) and the sales and use surcharge.
EXCLUDED: Virginia state, special regulatory and local consumption taxes, which vary by locality - $1.57 on a 1,000 kWh bill.
