BUNDLED. Wisconsin is not restructured: We Energies sells both delivery and energy, and Rate Rg-1 is the whole bill. There is no shopping customer to distinguish and no price to compare.
THE CUSTOMER CHARGE IS PER DAY, NOT PER MONTH. We Energies files Rg-1's customer charge as $0.49315 per day, which is about $15.00 in a 31-day month. It is encoded as fixedchargedaily and is NOT converted to a monthly equivalent, because a 31-day month and a 28-day month differ by $1.48. Read as a monthly charge it would understate a bill by roughly $14.50 - and $0.49 is a plausible enough figure that nothing else on the tariff would contradict it.
THE ENERGY RATE IS THREE CHARGES ADDED. The 19.342 c/kWh energy charge, a 0.199 c/kWh Fuel Cost Adjustment and a 0.052 c/kWh Environmental Control Charge, for 19.593 c/kWh all in. Only the first is in the PSCW order's revenue table; see reconciled_against for why the other two are not.
THE ENVIRONMENTAL CONTROL CHARGE IS NOT WE ENERGIES' MONEY. It services $118,814,000 of environmental trust bonds issued in 2021 by a special purpose entity to securitize the retired Pleasant Prairie plant. The brochure states the proceeds 'are the property of the SPE, not We Energies', which is why the charge does not appear in the utility's authorized revenue. It is also class-differentiated: 0.052 c/kWh residential against 0.047 c/kWh on the general secondary schedules.
NO BLOCKS, NO SEASONS, NO MINIMUM. Rg-1 files a single flat energy rate for all kWh in every month, and no minimum monthly charge. The minimum-charge clauses elsewhere in the brochure belong to the demand-metered commercial schedules.
THE TIME-OF-USE SCHEDULE Rg-2 IS NOT ENCODED. It is optional, and mandatory only above 60,000 kWh a year - about six times a typical household. It shares Rg-1's daily customer charge and splits energy 30.084 c/kWh on-peak against 10.028 c/kWh off-peak, with the customer choosing one of four twelve-hour peak windows, so it cannot be encoded as a single schedule anyway.
THE ACT 141 CAPPED CREDITS ARE NOT APPLIED. The order's revenue table carries a -0.191 c/kWh credit against 3,169,486 kWh, which is four hundredths of one percent of the class's 7.6 billion kWh. It is a targeted credit, not a residential adder.
The EV-R credit (4 c/kWh on midnight-to-8am charging, capped at 400 kWh a month) and the BYOD-1 smart thermostat rewards are opt-in programs and are not encoded.
