On-peak exists ONLY in summer: 2pm-7pm Monday-Friday, June through September. For the other eight months every hour is off-peak, so the plan is effectively flat for two thirds of the year.
The on-peak rate is 3.9x the off-peak rate before riders - a far wider spread than any California residential TOU plan in the catalogue, which top out near 2x.
Off-peak is split into two periods here purely because Fuel Cost Recovery differs by season (3.8069c summer, 3.8561c winter); the underlying tariff rate is identical in both.
NOT MODELLED: Independence Day and Labor Day are stated as off-peak, and this engine has no holiday calendar. Both fall on summer weekdays, so up to 10 on-peak hours a year are priced too high. At the filed spread that is under $2/year for a typical household.
