FLAT AND BUNDLED. No blocks, no seasons - the simplest of PacifiCorp's six residential tariffs. 'The Monthly Billing shall be the sum of the Basic and Energy Charges. All Monthly Billings shall be adjusted in accordance with Schedule 80.'
RECONCILES EXACTLY, TWICE. Base 10.623 plus Schedules 92, 93, 94 and 191 gives the published Effective Rate of 11.720 c/kWh; adding 97 and 99 gives the published Combined Effective Rate of 14.077. Both to three decimals.
THE BPA CREDIT IS ENCODED AND THE PUBLISHED FIGURE EXCLUDES IT. Schedule 98 is -1.217 c/kWh and sits outside the Combined column, marked 'Not Applicable to All Customers'. It is included here because it applies to qualifying residential customers, which is this tariff's population - so the encoded rate is deliberately 1.217 c/kWh below the figure it reconciles to.
TWO ADJUSTMENTS SIT OUTSIDE SCHEDULE 80 and would be missed by reading the index alone. Rule 16 points to Schedule 101 Tax Adjustment, which is municipal and location-dependent - Yakima 6.0%, Toppenish 8.5%, Yakama Indian Nation 3.0% - and Schedule 102 Franchise Fee Adjustment, currently 0% in all nineteen listed communities but a live schedule. Both are excluded here as local taxes.
