NOT RECONCILED: NO PUBLISHED TOTAL EXISTS TO CHECK THE DERIVED RATE AGAINST. Utah's Price Summary is the only one of PacifiCorp's six with no combined or effective-rate column - it lists base rates and adjustment percentages side by side and never sums them. The Utah PSC's Residential Bill History does the arithmetic properly at 700 kWh/month but stops at Tariff No. 51, 1 July 2024, two rate changes ago. The only current published figures are deltas: a $3.44 increase and a roughly $11 energy-charge decrease. The 9.795c served here is printed by nobody and is this project's arithmetic on filed inputs.
EVERY INPUT TO IT IS NOW WITNESSED TWICE, which it was not before 21 September 2026. Rocky Mountain Power published the 10 August 2026 edition of the Price Summary, and it is the first to carry GRCDA (Schedule 92) and WBA (Schedule 97) as named columns - the 1 June edition has neither, Schedule 92 having taken effect after it was published. All thirteen constants agree with it. That is a check on the inputs, not on the total, and the distinction is the point: a second witness to every term still does not tell you the sum is right.
EVERY ADJUSTMENT IS A PERCENTAGE, unlike Wyoming and Idaho where the same mechanisms are cents per kWh. Schedule 94 is 7.63% where Wyoming's equivalent is 2.762 c/kWh. A shared model keyed on schedule number would be wrong in both directions.
THE PERCENTAGES DO NOT SHARE A BASE, and the order is load bearing. Schedules 94 and 98 apply to energy charges only. Schedules 193 and 198 then apply to the energy charge AND to the 94 and 98 amounts - their own wording: 'and the applicable charges or credits of Schedule 94 and Schedule 98'. Schedules 92 and 97 apply to the customer charge as well as energy. Schedule 91 is a flat $0.16.
SCHEDULE 80, UTAH'S OWN APPLICABILITY INDEX, IS STALE. It lists 91, 94, 97, 98, 193 and 198 for Schedule 1 and omits Schedule 92, which was created later under Docket 26-035-T08 and IS billed - it names Schedule 1 at 1.17%, the Tariff Index lists it, and the Price Summary charges it. The Price Summary is the authority here, not the index.
SCHEDULE 196 IS ENCODED AT ZERO AND THE HOSTED PDF DISAGREES. The linked sheet says -0.72% and states a term that expired on 31 December 2023. The 10 August 2026 Price Summary shows 0.00% in the STEP column of the Schedule 1 rows, and the current Tariff Index does not list Schedule 196 at all, saying 'Schedule Numbers not listed are not currently used.' The Utah PSC has flagged this same discrepancy. Encoded at zero on the weight of three sources against one stale document.
THE BLOCK IS 400 kWh PER MONTH and summer is June through September - four months. Idaho, the same company, uses June through October. Wyoming has no seasons at all.
SCHEDULE 2 IN UTAH IS AN OPTIONAL TIME-OF-DAY RIDER. In Wyoming, Schedule 2 is the base residential schedule. The number means different things in the two states.
