THE BASELINE ALLOWANCE IS PER DAY, NOT PER MONTH. Quoted from the sheet: 'kWh Baseline Allowance / Per Meter Per Day'. Special Condition 8: 'The baseline allowance for each billing period is calculated by multiplying the number of days in the billing period by the appropriate daily baseline allowance.' Encoded as unit 'kWh daily' - this is the exact shape of the SDG&E error that overcharged a 6,000 kWh year by $447.67, and Oregon's block in this same company is per MONTH.
SEASONS AND ALLOWANCES ARE GEOGRAPHIC. Encoded for territory OUTSIDE Del Norte County: 22.6 kWh/day November 1 through April 30, 16.1 kWh/day May 1 through October 31. Del Norte County has its own months and its own allowances (23.9 and 17.2), and permanently installed electric space heating raises both (34.4/17.4 and 32.5/17.7). None of those is encoded.
THE FIXED CHARGE IS INCOME-GRADUATED AND THIS IS THE TOP TIER. $26.34 is the Tier 3, non-CARE Base Services Charge for a single-family home. Special Condition 12: 'Low-income Households may qualify for lower Tier 2 and Tier 1 Base Services Charges under Schedule DL-6.'

THE CLIMATE CREDIT IS NOT ENCODED AND IT IS LARGE. Schedule GHG-93 credits $111.83 per account TWICE A YEAR, about $223.66 annually. Folding it into a monthly fixed charge would make an annual total right and every individual month wrong, so it is excluded. A 12-month bill computed from this tariff is roughly $224 too high.
