RECONCILES EXACTLY on all four energy rows. Idaho's Price Summary publishes an Effective Rate column: base + 0.4850 + 1.064 - 0.0729 reproduces 12.0214, 13.8140, 10.2638 and 11.7577 to four decimals. Schedule 191's 1.92% and Schedule 34's credit sit outside that column and are applied after it.
THE TWO SEASONS HAVE DIFFERENT BLOCK BOUNDS. June through October: first 700 kWh. November through May: first 1,000 kWh. Both per MONTH - printed as 'Per kWh first 700 kWh' under a heading reading 'Billing months June through October inclusive'. Utah, the same company, uses 400 kWh and a four-month summer.
SCHEDULE 34 IS SUBTRACTED LAST, AFTER THE PERCENTAGE. Schedule 191's own wording: the percentage is 'applied prior to the application of electric service Schedule 34'. The Price Summary footnote agrees: 'Schedule 191 does not apply to Schedule 197 and Schedule 34'. Applying the credit before the percentage would understate every bill.
SCHEDULE 34 IS THE BPA RESIDENTIAL AND FARM CREDIT, and it is mandatory rather than optional - the residential sheet says 'Rates in this schedule shall be reduced by the monthly kilowatt-hour credit adjustment'. In Utah, Schedule 34 is clean energy purchases for customers over 5,000 kW. Unrelated.
FOUR RATE COLUMNS ARE PRINTED ON ONE SHEET, one per year through 2027. The column encoded here is 2026-06-01 to 2027-05-31, confirmed by matching all six of its values against the Price Summary rather than by counting columns - the header has three 'to' rows for four date columns. The next step is already filed: from 2027-06-01 the customer charge becomes $29.25 and the summer blocks 10.0048 and 11.7055 c/kWh. It is known and dated but not yet in force.
IDAHO HAS NO SCHEDULE 80 EQUIVALENT. There is no applicability index; the residential sheet does not list its own adjustments. The list here was assembled from the Tariff Index plus each rider's own per-schedule table.
